i am using my E398 as modem now to post here, it works fine. Maybe this steps can help
1. make sure moto drivers installed properly 2.open control panel 3.open Phone and Modem option 4.click modem tab 5.now connect your E398,then Laptop/PC will detect modem automatically 6.choose port that detected, click 7.now click properties 8.choose Diagnostics, then Query 9.now click extra setting, insert : AT+CGDCONT=1,"IP","indosatgprs" if you use indosat but leave it blank if you use Telkomsel (tested succesfully) 10. click Ok
Modem installation is complete now follow this : 1.Go to control Panel again, choose Network Connections 2. Create new, next. then choose Connect to the Internet 3.choose setup manually, next. 4.Choose Dial up Modem, next 5.ISP nAME : IM3-GPRS, or Telkomsel-GPRS or you can choose below : dialup:*99***1# username:gprs pass:im3 dialup:*99***1# username:indosat@durasi pass:indosat@durasi mentari dialup:*99***1# username:indosat pass:indosat
telkomsel dialup:*99***1# username:wap pass:wap123
xl dialup:*99***1# username:xlgprs pass:proxl
add for CDMA: fren dialup:#777 username:m8 pass:m8 flexy dialup:#777 username:telkomnet@flexy pass:telkom starone dialup:#777 username:startone pass:indosat
(taken from Motousers : credits for Motousers member)
6.you can make it default or not ALL COMPLETE. tHEN CLICK to connect
PS : now i am browsing free from my room, feel nice

Are you sure? This is the speed of 3G. The max I got from E398 was 60 kbps, but the average speed is around 40 kbps. I mostly used it as Bluetooth modem.
