The best way is using original Motorola software, Motorola phone tools.

i am using my E398 as modem now to post here, it works fine.
Maybe this steps can help

1. make sure moto drivers installed properly
2.open control panel
3.open Phone and Modem option
4.click modem tab
5.now connect your E398,then Laptop/PC will detect modem automatically
6.choose port that detected, click
7.now click properties
8.choose Diagnostics, then Query
9.now click extra setting, insert : AT+CGDCONT=1,"IP","indosatgprs"   if you use indosat
but leave it  blank if you use Telkomsel (tested succesfully)
10. click Ok

Modem installation is complete

now follow this :
1.Go to control Panel again, choose Network Connections
2. Create new, next. then choose Connect to the Internet
3.choose setup manually, next.
4.Choose Dial up Modem, next
5.ISP nAME : IM3-GPRS, or Telkomsel-GPRS

Are you sure? This is the speed of 3G. The max I got from E398 was 60 kbps, but the average speed is around 40 kbps.

I mostly used it as Bluetooth modem.
