Since it already posted here, might as well give him some help, right? at least to reduce double post.
Maybe your internet carrier haven't configured correctly according to your SIM card, ask your operator to assist you in that, but if you want to try on your own, the things you have to knows are, proxy, port, and the username and password.
By the way, where are you from? you could ask member that came from the same country as you to help.
