I do not understand the question. What do you mean by "lock 3g/umts" ?

I mean.only network 3g/umts can be lock.not gsm.on other phone may be can switch 3g/umts only.

2.3g/umts only
   gsm only (sgh f330)this not use tool again.download  50-70kb/s,my brother

if my answer not for this forum you can remove this.i am sorry,i realy need that. i use myPhoneExplorer.not work. and i use carrier same with my brother,he don't have problem use sgh f330.and 3g/umts network.

so this is something like locking your phone to the SIM card... I am not aware of such functionality yet.
