I have two E398s now. One is sometime "Unable to charge", than I move the charger around a bit and it starts charging. I leave it in normal place and it continues to charge normally... The other one is always "Unable to charge", don't have no idea what's wrong with it. It can connect to the PC normally but doesn't charge...
I don't know if there's a fix for your problem (:

Everything clean? No short contacts? The case isn't pressing on the whole data/chargin port somehow?

It's hardware problem (charge/usb connector) re-solder the pins (on the board)

have you cleaned the sockets of the phone,it can be caused by dirt or even by bent connectors so try a new charger and try to clean it too

I also have two E1's, one that gives the 'Unable to Charge' message every-so-often, and one that charges without a hitch. For my 'Unable To Charge' scenario its about the actually contact of the charger prong...the lower prong, with the base of my phone. My older E1 when connected with its charger gives this message like 3 out of 4 times. The connection fit is not as solid or sturdy as is used to be. I have literally push it into the phone base, hold for a sec or two or prop it up against something to get the charging cycle to begin, and even then the cord may unravel or the phone is slightly disturbed and the charging cycle stops. However with my second E1 and its charger i never get this message. It starts the charging cycle immediately. When I use the older E1 with the charger of my newer E1 I get a more sturdy fit and almost immediate charging cycle.
