.Net frameworks, is kind of a tool for developers, it's more likely a platform for developers, it's like the libs that ilove3d uses to develop apps, hope you get it Wink
Just download it from Windows website or search on Google for it

i use windows xp profesional 32bit, actually i can not install ezx skin creator. But this link helped me to unable install it.
